I had the same issue, and tried many different solutions that didn't work. Until I noticed that the name of my Premiere project had a slash / in it. I took the slash off the name, and I suddenly could export the project without any problem. Simple. So verify if there's any punctuation marks in the name of your project and remove them. Maybe it will work for you too.
