I cut out the face with the Rectangular Marquee, put it on it's own layer, selected with Magic Wand and filled with Edit>Fill>Foreground Color. Is that what you are trying to do?

I was thinking of it as the partially submerged buildings. "Acqua Alta", which I once experienced in Venice, Italy. Unforgettable, not least because of the cost of Gondolas necessary to even get out of our hotel. Perhaps not as clear a depiction as I hoped.
