I was having this exact same issue and nearly losing my mind. It shouldn't be this tough! But I think I have it figured out. From the layers view double click into your Pasteboard: That will show you what "garbage" is floating around your work space. For me, it's Group 100. Click on that group and delete it or move it to an artboard. That will get rid of all the "garbage". Pasteboard should be gone now and allow you to move artboards around normally. Hope that helps!
