Thanks for the reply. It is difficult to understand why Acrobat remains so rigid in how its tools can be organized instead of allowing the tools to be set up in ways that most benefit the individual user. Is the response from meenakshin83966505 the "correct answer"? That seems likely but since I am the one with the question, and the reply says that my problem is unsolvable, I can't know if that is correct or not. Since it is clearly true that Acrobat rigidly dictates where the page controls may be displayed, I will mark this comment as the correct answer.
