To clarify, you are unable to install both Lightroom Classic and the Creative Cloud Desktop App, is that correct? Let's start with the Desktop App, because, if you can get that installed, you should be able to install Lightroom through it. You mention that the Creative Cloud Desktop App won't load; does that mean it doesn't respond at all or it stops installing at a certain percentage? I'm guessing the former, but just in case it stops at a percentage, this help document is relevant.
If it doesn't load at all, try the following:
Make sure your Mac meets the system requirements for Creative Cloud and Lightroom.
Since you checked your privacy settings, firewalls and, presumably, antivirus settings and all is okay there, there may be something on your computer interfering with installation. You may want to run the Creative Cloud Cleaner Tool to remove corrupt remenants before trying a reinstall.
