This vexed me for a while, but I found the answer. Apparently it has to do with win8's ability to use touch mode to scroll pages. I use one touch screen and one regular one, I guesss Adobe detected that. Go to edit, preferences, general. In the touch mode drop-down box, select never. The scroll bar is back!
