Adobe PDF converter re-formats word version with squiggles and other bull*&it

I'm uploading .pdf docs to https://cloud.acrobat.com/exportpdf  and converting these to word so I can make notations on the docs.  Cloud acrobat however, re-formats the Word version so it is not usable for marking and notations,  e.g. tick boxes not correct, word layout changed, words  and signatures on converted Word doc is weird and in some instances nothing but squiggles etc in the converted Word doc.

You can make notations directly to a PDF file, you know... Converting a PDF to another format is tricky. The results depend greatly on the quality of the original file and how it was created. If it was done in a dodgy way you'll get weird results. And there's nothing much that can be done to fix it, unfortunately.

If it was done in a dodgy way you'll get weird results. And there's nothing much that can be done to fix it, unfortunately.
