Adobe will not open forms unless already open

Hello,

My company makes a software that has forms that when opened in the application open up in Adobe. With Adobe Reader DC, when you open the form it will not open adobe. It just flashes like something is happening but never opens. But if Adobe is already open, the forms will open fine no problem. This isn't consistent for every user who uses the application, only a select few have this problem. Outside of this issue it appears adobe works fine. When the Forms do not open it gives the error below.
