Disable selection of markups

Currently, no matter what tool I have selected in adobe reader, if I click and drag on any markups in an open PDF, the markup is selected and moved. This is very much not desired behavior, because it overrides what I'm actually trying to do, such as panning the page, or highlighting the markup.

Is there any way to disable this, so I don't have to worry about moving other people's notes accidentally? Thanks.

Sorry, should have been more clear. You can't disable that selection.

The only way is to hide them, make your selections and then show them back again when done.

You can hide them via the Filter Comments button in the Comments List panel.

I don't need to hide them, I just need to not select them automatically. (I have comments from a colleague that I mark off as I address them)
