Getting a Quote for Reader Plugin Key

Hello,

I'm thinking of writing a plugin for the Adobe Reader, but it looks like I'll need to get a key.  The sample plugins from the SDK even don't work, and I believe I'll need to get a key first.  The BasicPlugin loads in the menu option, but the reader will close a few seconds after the plugin loads due to invalid plugin.

I want to contact Adobe for a quote before filling out the Adobe Reader License Agreement form (a link to that form can be found within this page).

Adobe Reader Integration Key License (RIKLA) Program | Adobe Developer Connection

What steps should I take to get a quote, and to see if the plugin is permitted?

The basic plugins should all work with Acrobat, which you need. You will not be able to develop using Reader alone.

The plugins you develop will work with Acrobat. If you are successful in licensing for Reader, you will be able to apply a key and your end users will only need Reader.  we don't have direct insight into Adobe's decision making, but you're unlikely to get a license for something your end users could solve just by buying Acrobat: that would make no economic sense.

Will the end user also require Acrobat for the plugin to work?
