This menu shows up whenever I select text, and it makes it distracting to read. Thank you

Not possible, currently. Many people have complained about this new feature, though, so hopefully Adobe will make it possible to disable it in the next update.

    Hi dannyc,

This quick action floating toolbar was introduced in the Acrobat/Reader's May 2019 release.  What's new in Adobe Acrobat DC

As "try67" said, currently you can not disable it, as there's no such setting that allows you to do that. What best you can do is to use this form to request new features or suggest modifications to existing features. Feature Request/Bug Report Form

    Thanks,

    Akanchha
