I can´t underline the texts of my PDF

I can not underline the texts with the highlighter don´t appear all the text mark only some parts

I can not underline the texts with the marker we have the same problem.
This same problem has several people who have the same file as me.
They are class notes. The other files are also in pdf.
What can I do to solve it?

What you have explained, it seems that you are experiencing this problem with the specific file?

What type of file it is? Is it a scanned document that doesn't contain real text or a just full of images?

You need to run OCR (Optical Character Recognition) software to turn images of text into real text. I assume that you are working on Adobe Reader DC, which doesn't support OCR.
