Mousewheel click must hold to scroll, instead of single click and drag

Using the mousewheel on any other program on windows 10 for me allows for single clicks of the mousewheel and then drag to scroll. Click the mousewheel again to go back to non-scrolling.

Adobe acrobat Pro DC only allows the scroll wheel to work while HOLDING the mouse wheel click down, then dragging while it is held, and as soon as you let go, it goes back to non-scrolling.

Is this non-standard behavior something that can be fixed?
