Not able to print PDFs or use my Export PDF tool

I am having issues with my Adobe Acrobat Reader DC & my Adobe Export PDF. I can't print PDF documents as it comes up with the following error message "Document could not be printed" and then I click on that and it says "An error occurred while printing the document".

When I go to convert a document to Word, and I click on the convert button, and it directs me to a screen that has options to buy a subscription...and we just renewed our subscription a couple of months ago.

I chatted with an online representative, who stepped me through an online link to convert a PDF.  Once I could, she recommended that I uninstall and reinstall my Adobe Reader DC.  I tried that, and it gives me an error message 2203.Database C:/windows/installer/1067852.ipi  Cannot open database file.  System error -2147287035. 

She then recommended I do a cleaner tool at the following address:  Download Adobe Reader and Acrobat Cleaner Tool - Adobe Labs

I downloaded it, extracted the zipped file, and when I go to double click to download, I give it permission, but then it does nothing. 

Help!!
