PDFs Not Opening in Browser on First Try

I have multiple users that, when they click on the link for a PDF from a web site, it won't open the first try.

In IE 11 (fully updated): Starts to download, then fails. Try again, and it opens fine.

In Chrome 56.0.2924.87 (fully updated): Opens blank page, then will open the doc.

Additionally, if they've attempted to open the document in either browser, it will open fine in the other browser.

The main thing these users all have in common is that they have both Acrobat Reader X and Adobe Pro. My theory is that there's some sort of conflict.

I've tried clearing caches in both browsers to no avail.

Could you please try checking update for Reader and see if that works?

Launch Reader>click Help>Check for Updates

Please confirm the version of Reader/Acrobat installed on the machine.

For ex. Click About Adobe Reader X under Help for Adobe Reader

Does this happen with all the pdfs you try to open?

As stated in my post, both Reader and Pro are fully up-to-date for all users.

This only happens when trying to open a PDF from a web site.
