Print to PDF losing Highlighter Function

I am using adobe reader dc, the free version. I am on a Windows 8 operating system.

When I print some things to PDF using the "print to pdf" option, I lose the ability to highlight. I also lose the ability to select text at all, but that isn't a big problem for the work I am trying to complete. I just need to be able to highlight some portions and save the highlighted pdf.

I think, I do not know, that the problem is because when I print the document is acting as if it is a scanned image instead of a pdf. When I download PDFs from the internet I am able to highlight, but if from that document I print to pdf selected pages, I then cannot highlight on that new document. When I print to pdf a webpage I cannot use the highlight tool.

PLEASE HELP this problem is slowing me down considerably.

If you are converting the Web pages using Adobe Acrobat into PDFs, you can also use our Google Chrome Extension (Link : https://chrome.google.com/webstore/detail/adobe-acrobat/efaidnbmnnnibpcajpcglclefindmkaj?hl=en )

Acrobat Reader can't create PDF files. What software do you use for "print to pdf" ?
