Reader DC distribution agreemnt fails for my country (Ukraine)

Hello!

My goal is to deploy Adobe Acrobat Reader DC MSI installer on client's machines using Group Policy technology. To do this, as I understand, I need the Reader DC distribution agreement. I got Adobe ID and filled in the request form for Reader DC distribution agreement. But just after that I have got an automatic e-mail, that that distribution agreement can not be concluded because of Adode Reader DC is not supported in my country (Ukraine) or something like that (unfortunately I deleted the message by mistake).

So, how can I deploy freeware Reader DC in volume for my users and what I need to do?
