Unable to attach text files in Adobe DC

My organization has an application where users in the field open PDF files in Reader and attach a .txt (text) file. We have been getting reports that users with Adobe Reader DC on Windows have been unable to attach the text file until they change the extension from .txt to .asc at which point the attach works fine. Has anybody else run into this? Any ideas as to what may be causing the problem?
