comment not allowed on reader for win phone

Hi,

I've a pdf document in my win PC with some security restrictions but 'comment' are allowed and I put in it a lot of comments and highlightrd texts.

I've transfered the file to my win phone via document cloud and on the phone I've opened it using 'acrobat reader' for win phone but here, comments are not alowed because security restrictions.

Why?
