Do I need Adobe Pro to open the protection panel to lock editing to documents?

Yes, you would need the full version of Acrobat (Pro or Standard) to apply or edit security settings for a PDF. Adding security is not something that's available via any of the Acrobat Document Services. But, you can get Acrobat as a subscription--please see www.adobe.com/products/acrobat.html.
