Export PDF Adobe

Hi I just purchased this software to convert a file from the State of California. This form has date functions and states it can not be saved because it's an X - -  something type file and I have tried scanning it then saving and converting but no luck.

I can't sent it save it or do anything with it but copy once filled out.  Word, or Excel nothing works? Adobe Reader said it can only save a blank form?
