How do i make forms which can be fillible using reader and then saved?

Hi I have created a form in acrobat.

I am sending this form out to 1700 staff who need to input information and then send completed copy back to me. When they open the form using reader it will not allow them to save the filled out form. Is there a way to create forms they can fill out and then save that document?
