Sorry for the late answer.

PLease always give the refusal reason, even that this looks evident for the me. There are several technical problems in this image disqualifying it for stock.

The first: there are light dots everywhere in the image, probably sensor defects that are not masked out.

The second: the image is out of focus. Neither the moon nor the plants are in focus or sharp.

The third: most of the image is simply dark. As it makes sense for some images to let space around the main subject, I do not think that this here is helping the image.

The forth: There is some noise in the image. The noise level is quite high. And there is also a strange colour aura around the light circle. Pinhole camera effect?

A fith reason: The image is black and white, black and white is not the favoured image modification, but it may pass for a picture like this if all other elements are ok and perfect.

Before submitting, examine your picture for defects at 100% and/or 200%. Your point of interest needs to be crisp sharp and your overall image free from artefacts.
