I have trouble attaching my signed property release during submit my illustration. Normally I was able to go to "Create a new release", put the name & attach a signed release and upload my release, but it seemed not available anymore (the "attach" button did not work basically)
Please let me know how to fix this. Thank you.

I'm not sure if I understand you question properly, but these are all the steps if you have a signed document.
If the signed released is already copied to your devise you upload as follows:
On Upload File page, select "Releases"
Click on "Create a Release"
Click on "Upload a Signed Release"
Type in the name of the Release
Click on "Browse"
That will access your computer so you can find open and select the document
Click on the document
Then click on "Upload Release"
Then you go to the Illustration you want to attach the release to, after captioned tagged
Under Recognizable People or Property select "yes"
Next select "Search For An Existing Release"
A list of your releases will popup. Scroll to the uploaded release, and select it
Then you can submit your illustration.
