I don't understand how this image is a violation of intellectual property.  I found a handful of similar images in Adobe Stock taken from the same location.  How is it different?

The London Eye comes under Property Rights as it is rather prominent in the picture and not really part of the cityscape. That is why it wasn't accepted. You would need a property release form.
