refusal because under or overexposed

Hi everyone.

I have a doubt about these two images. The first one has been accepted, while the second rejected. The reason "Image is underexposed or overexposed".

Could you help me to understand why there is a difference between these two? Is it because of the lights on the right reflecting on the pond?

Accepted one is ISO 250 f/4.5  6sec

Rejected one is ISO 320 f/4.5  5sec

I think it may have to do with the lights. They are over exposed, so you have to decrease/recover the highlights. The difference is rather subtle, but it does make a difference. You could also increase the shadows a bit.
