Is it possible to share links of locally hosted files for development?

The products we work on, has pretty much security restrictions, which doesn't allow us to use adobe cloud, we save our files locally but we are unable to generate links for development or even for review,
every time I have export a PDF and send it to devs. 

is there any way that we could be able to share links of locally hosted files for development?

    If you are using Creative Cloud, I see no other way in which you could do this.
