Scenario: Used this effect to make my text appear as if on top of waves.
The waves are a bit slower, thus I need the wavy text to wave a bit slower in velocity.
Question: How would I slow down the rate of this effect?

If you match up the movement, the easiest way to change the speed is to Pre-compose the layers and apply Time Remapping to the nested comp. You will get perfectly retimed time changes with no frame blending or frame skipping for any property that is animated. Frame blending will have to be enabled if you have video footage in any of the layers, but AE does a really good job on that if you choose the right frame blending option for your footage.
