Camera borders not showing and there is an unexpected box checked in the 3D panel

I cannot pan the camera without the borders of the camera in the composition, what is it that I am doing wrong? 

Also there us a checked box in the 3D pannel , what does that indicate? Most videos online do not have that checked , I cannot uncheck it either. Can you help?
