Home/startup screen unable to load [After Effects]

On my macbook, the home screen page is blank or unable to load its completely grey. I tried on my other user and it said page failed to load with a URL... I have tried resetting preferences, uninstalling, clearing cache, none of it worked for me. I checked my network and security but I dont know what I'm looking for. I don't what the cause is.

I forgot to mention that its the after effects home screen startup where you would normally see "new project" and "open project" and other works on there. That page hasn't been loading at all. My computer suddenly restarted while editing and normally the project would appear on that screen but it's completely blank right now.
