I Time Remapped 2 Separate Layers

They flow nicely at the same tempo together, but I wanted to control their speeds independent of one another.

When the animated text layer finishes, the animated background layer speeds up again, which I do now desire. 

How do I make these 2 layers independent of one another in terms of time remapping?

They are independent. You need to treat your keyframes in the same way like to other properties like position, scale etc.
Nevertheless it is a little bit less intuitive.
For example if you want your animated background layer to stay still at the begining and start animating later you can move keyframes further on the timline but you also need to copy the first frame and pase it on the beginning:
