I want to find out Blur By Word preset but it does not come under Blur & Sharpen title. Is there any logic to find Effects & Presets that you want in new version of AAe?

Blur By Word was never under the Blur and Sharpen Effect. It is an animation preset under the Animation Presets/Text section.

Animation Presets are not Effects. Animation Presets and Effects appear in the same panel. If you just want to open the Presets, you have to spin down the Animation Presets section and dig through that.

There is no bug; there is no change in behavior.
