Presets not importing into Effects and Presets?

Hello, I was recently trying to import a set of presets I downloaded. I tried importing them one by one to both the Presets and User Presets folder in documents, as well as using folders to import them. No cigar. When I tried looking them up in Effects & Presets, nothing shows up in any of the folders. When I tried viewing Animation Presets in Bridge, the folder showed up, but when I double clicked on it nothing happens. Any ideas? And by the way, I'm doing all of this as an admin.
