Your footage is terrible for tracking. If it was synthesized it may have spatial inconsistencies that throw offf any 3D tracker and of course the big flare doesn't help, either. Whatever you plan on doing there will require a conventional perspective tracking approach where none of this comes into play even.

When you use Camera Tracker, make sure you set an Origin and Ground Plane, then create the Camera and a Solid using the same target. This will zero out the position of the first solid and give you an easier time attaching other layers to the solid. Then you can add any other solids. I use solids so I can see them and verify they track properly. I also set the Solids as Guide layers. 

You can then add your Photoshop layers to the comp, make them 3D, then Shift + Parent them to the appropriate solid to snap them to the same location as the solid. If the Solid sticks to the surface it is supposed to stick to, then the Photoshop layer will also stick. You can then use the Rotation and Scale properties (not Orientation) to line up the Photoshop layers with the proper surfaces.

I'm not sure what the Photoshop layer you are having problems with looks like, but any layer you attach to a surface using a camera tracker should have no perspective. Camera Tracker only generates a flat plane. If you don't select co-planar tracking points, any added layer will be a flat plane between at least 3 of the track points you selected or an average of the selected points, but it will still be a flat plane. 

If your Photoshop layer has perspective, you need another approach. Mocha AE and some version of Corner Pin Tracking will probably provide a better solution to your problem. The most efficient workflow depends entirely on the shot and the assets you want to add to the frame.
