Puppet tool not work

I want to make a puppet pin on the object.

And when I use this tool, an effect is created, but without a puppet pin. 

But everything works on another object.

Without any info about the layer in question and possibly other things like your system info we can't really tell you anything. Cropped screenshots are pretty much useless since they remove important info about the context.
