Accessibility issue with test questions

I've created a quiz within my Captivate file using the built in multiple choice and true false questions.  Accessibility is turned on for the file yet on some questions you are unable to move through the question using the keyboard when exported to swf.

Has anyone else run into this and If so, how'd you fix it?   (If it was to create a custom slide I'd love the instructions for creating and scoring a single answer and a multiple choice multiple correct answers where each question is only worth one point).
