Captivate 10 Installer failed to initialize

I am attempting to install adobe captivate 10 (2017 64 bit) on a windows 10 domain joined computer and i am getting error "Installer failed to initialize". I have tried all workarounds found in the forums so far and have not had any success. Below are the steps already taken:

1. Renamed the OOBE folder in program files (x86)

2. Installed adobe application manager

3. Attempted to install directly from zipped file

4. Extracted from zip to a folder on desktop and installed from there.

5. Attempted installing from network drive and dragging from drive to desktop to install.

6. Performed all above steps as admin

So far everything results to the same error. I'm starting to think either a firewall rule or GPO are blocking this but i'm not sure where to begin to find out how and where the disconnect is happening. Any thoughts will greatly help!
