Captivate 2017 wont produce a .swf file

I am not being given the option to publish swf in Captivate 17.  It will only publish html.

    Please, answer my question: is this a responsive or a non-responsive project?

    You created a SCORM object. For a test I published a project that is set up to report, with this result:

    There seem to be some bad links in your system between the file extensio and the type of file. I see tthe indication of two Acrobat files, and suspect oe of them being the SWF. I mea te first one which shows 'Acrobat.... The second So-calles  Acrobat doc is the skin, which is a SWF as well.

    You mean Captivate 10 (or 2017) I suspect?

    If you are creating a responsive project (with Fluid Boxes probably) you cannot publish to SWF because mobile browsers never have a Flash Player.

    If you are creating a non-responsive project (blank) you can publish to SWF:
