Captivate 2017 xAPI: Throwing duplicate complete statements.. Why?

Could this be a publish setting somehow? The content generates a completed statement upon meeting the established criteria, yet also seems to generate one when exiting the content (jumping to other content.) The reason I say this is that sometimes the timestamps for the statements are very close together, sometimes a bit further apart. I'm wondering if it is indeed because they are eventually navigating away.

Is there something I'm missing? I just want the one statement when it meets the requirement threshold.
