captivate 9 powerpoint slides won't let me reorder on filmstrip

I have imported a ppt presentation (both linked and not linked) and want to move the slides on the filmstrip but they appear "locked".  They are not locked.

Try round-trip editing the original PPT deck and move the slide order there before updating your CPTX file.

But I agree with Lieve, starting a Captivate project with PowerPoint ties your hands behind your back.

Personally I never use PPT as start for an eLearning course, but I just checked such an import and slides are not locked for me. Where do you see they are 'locked'?

Are you on 9.0.0.230? There is a hot fix, don't see your issue in the list but just want to give you that info.
