CC turns of on each page and will not center (like cp9)

There may be no easy fix: CC now covers the TOC (unlike CP 9). Also, when clicking button for CC it no longer stays on for rest of course and users are forced to click it back on on each page. Any fixes out there? Go back to CP 9? Thanks
