Course completed when pass reached

Hi. I'm new to captivate quizzes and I'm having some trouble. I am using captivate 8 and I am trying to get my course to complete on quiz alone. its doing everything it should be however as soon as it hits the pass mark of 80% then it completes and the user doesn't get to see the other questions in the quiz.

I have have got it set to the quiz must be passed to continue, and required - all questions must be answered. I thought having all questions must be answered would force the user to complete the quiz and then receive their pass mark?

Main the pass fail section under pass I have the action as continue- should this be no action?
