I've had no end of issues with Captivate 7, 8, 9 and now 2017 on both a Surface Pro 3 and now 4 both running windows 10.

I had my optimal experience on Captivate 9 on Windows 10 on the Surface 3, but the recent upgrade to Captivate 2017 sent me backwards and somehow broke Captivate 9 too.

I cannot now capture software simulations of our product. Most screen interactions are missed and many of the screen transitions are not captured.

I even have an email from Adobe saying they don't support Captivate on touch devices from earlier this year.

My suspicion is it's something to do with having extended displays.

Strange, because I'm still on Surface Pro (typing) now, using both CP9 and CP2017.

When installing the new version did you follow the release notes?

There is no support for using the touch functionality of the Surface in Captivate (as you have in Illustrator) but normal functionality is fine. It is even no longer necessary to change the dpi awareness setting in CP2017 for capture, you only need to set the Display Percentage to 100%. I mentioned this in an overview of CP2017:
