I wanted to know in Captivate 9 how can you make learners have an option to go back to the previous slide they were looking before they quit?

This is known as Bookmarking.  There are two options for implementing it.

If you are NOT using an LMS, turn on Self-Paced Learning via the checkbox in the Skin Editor.  With this option a cookie is saved on the learner's computer to store the number of the slide where the learner abandoned viewing the course.  This cookie is read when the learner next opens the same module.

If using an LMS and SCORM, self-paced learning bookmarking won't work, but you can use Resume Data Bookmarking can be turned on via the Quiz > Settings > Advanced dialog by ensuring the Never Send Resume Data checkbox is NOT selected.  This will mean the LMS receives and saves data from the module about the learner's slide location when abandoning the session.
