In CP8 responsive, are we limited to only one Width and Height resolution for phones?

I chose 375 for the breakpoint for smartphone view. Works perfectly on iPhone 6. It does not adjust to my coworker's phone that has a width of 320. Is it performing as designed? Is there any way to make the views more "responsive" like responsive websites? I know with websites you do that with HTML code. In other words, are there strictly 3 screen resolutions we have to work with?  If that is the case, we have to just figure out what resolution would be most common in our company? Any suggestions?

    To elaborate further...

    If 375 is the breakpoint... would everyone with a smaller width phone have to scroll?

    My boss is asking this question... so if someone can explain how it works and the limitations - that it is not the same as with, say "You Tube" (which is what she used as an example)? And if you can explain why a responsive website is different from what responsive design in CP8 can do, I would really appreciate it.
