Mp4 export settings stuck at low quality

I have a file with 5 slides - no interactivity - export to html5 is fine, but I need mp4. The file is mostly text with simple images and animations. 5 min.

On export to mp4, regardless of what settings I choose in Publish, the file comes out at a very low quality- blurry images. I've tried all mp4 settings including Youtube HD, IPad, custom, etc. No matter what settings I choose the mp4 is always the same size (6.7MB) and very low quality.

Regardless of what setting I use the publish settings revert to VBR with a target bitrate of 4 and a max bitrate of 1 ???

Even if I choose bit rates of 10 and 10 (10 being the max), the file is the same size and poor quality.

This is a file created in Captivate 6 and updated and re-saved in 9 (the publish settings in 9 seem a huge step backwards from 6).

Personally I would never upgrade a project from 6 to 9 and expect it to be fully functional. You do not specify which resolution you had for the project, which type of images you used, what the slide quality was etc. Same for audio: how did you record audio, did you import them as wav into Captivate (it will be compressed to mp3 by Captivate), which settings?

If I want better quality video, personally Captivate (cptx projects) is not my first choice, either Camtasia or Video Demo (cpvc-projects).
