System check functionality

Simple question that probably has a complex answer. Is there a way to create a button or interaction that allows the user to check if his/her computer and browser are able to handle the requirements of the project?

I know the LMS or site should provide the test/check/sniff(?) capability, but I am trying to work around the institutional inertia of a couple of large organizations' networks and give my client the information needed to  push the network, security and software folks to actually do their jobs.
