Tabbing moves to all objects, not just those in the Tab Order

Hello,

I'm required to make my content 508 compliant and so I am working to make my course accessible by the keyboard. I notice that when I preview or publish, tabbing on the keyboard will move to ALL elements on the screen (e.g. decorative images, page number, etc.) rather than those I have in the slide Tab Order. This means the user would have to tab almost 5-10 times more than they should and is very frustrating.

For the life of me I can't figure out how to fix this. I have checked and unchecked seamless tabbing, and I have unchecked 'Restrict keyboard tabbing to slide items only' as users need to be able to tab to the navigation bar.

I'm working in the latest version of Captivate 9 on Windows and my output is both HTML5 and SWF. Thank you in advance!

    Sorry, also wanted to mention, I have selected the items that do not need tabbed and deselected the Auto Label checkbox under Accessibility.

    So I found out through my company's accessibility guru that this is something that can't be changed, Captivate will tab to all elements on a screen. His recommendation was to limit or condense elements where possible...
