Video clip in published swf does not work.

I created a project that contains a click box with a url link to a movie file.  When I play the project in Captivate, it functions as expected.  However, when I publish the project and access the swf file, the link fails to open a new browser to play movie clip.  Does anyone have a solution for this issue?
