payment error?

What are your concerns?  I don't understand the problem. 

Mom ordered the Photography plan -- a deeply discounted bundle of software and services for USD $10/month x 12 months.  That's the cheapest plan that Adobe offers.  Here's what's included.
-- Photoshop CC and Photoshop on iPad
-- Lightroom on desktop, mobile and the web
-- Lightroom Classic
-- Portfolio website + hosting
-- Spark with premium features
-- Bridge
-- 20 GB cloud storage (upgradable to 1 TB).

I am not sure what you were expecting. Photoshop and Lightroom are only available on subscription. You can get it from $120  per year, paid as $10 monthly (but you must pay for a year, auto renewed). This a huge bargain. In the days, years ago, when it was sold, it was $700 and you didn't get the upgrades you need.

If the CSR refers you to the forums, insist on speaking with a supervisor and keep moving up the chain until you get someone who knows what they are talking about.

Be aware that because of the pandemic, wait times are far longer than usual due to reduced staff and higher demand. Please be patient with the people to whom you speak. Like you, they are feeling a great deal of stress. A little patience and understanding will go a long way to helping you in your particular situation.
